Ralph and Frank Carter operated a truck sales and service facility in Waterloo, and produced some truck bodies themselves. During the 1960s, the Shu-Pak side loading refuse body was among these products, being built under a license agreement with John Shubin, the inventor. Shu-Pak bodies in the United States were made at that time by Western Body and Hoist of Los Angeles.



    Ralph Carter was also involved in hauling, having won the collection contract for the City of Kitchener. He went on to become president of Superior Sanitation Services, a major regional refuse hauler serving Metropolitan Toronto and the Province of Ontario. The Carter Brothers truck body business was sold to Belgium Standard Industries in 1967, which took over the Shu-Pak franchise, eventually moving operations from Waterloo to Woodstock, Ontario.
